Our team evaluated the historic Colorado Theater for adaptive reuse as a mixed-use destination incorporating senior housing, artist live/work space, retail, cultural uses, food and beverage, and community-serving amenities. The work analyzed demographics, employment, rents, vacancy, property values, infrastructure, development costs, and regional economic conditions to assess market demand and development feasibility.
The analysis documented the building’s physical and economic conditions and evaluated its potential effects on housing, job creation, business activity, pedestrian vitality, assessed value, and Pueblo’s municipal tax base. The redevelopment approach preserves the landmark Art Deco façades while integrating modern, acoustically isolated heavy framing to limit vibration and noise from adjacent & external operations—protecting both the historic character of the theater and the comfort of future residents and tenants. The findings supported coordination with the Pueblo Urban Renewal Authority and helped advance a financing strategy involving TIF, historic tax credits, C-PACE, municipal incentives, and other public-private funding tools.
