The Federal Building Predevelopment and Capitalization project advances the adaptive reuse of the historic Federal Building at 421 N. Main Street within Pueblo’s 4-Main redevelopment district. The feasibility program identified capacity for more than 60 mixed-income apartments, ground-floor retail, and flexible lower-level space—representing approximately 38% of the district’s initial 156-plus-unit residential program when combined with the Colorado Building. UC Studios evaluated downtown housing demand, retail activation, building-reuse constraints, parking access, and the role of new residents in supporting Main Street businesses and surrounding cultural assets.
UC Studios structured the predevelopment and capitalization strategy around the financial requirements of a historic, mixed-use conversion: acquisition and predevelopment costs, architectural and engineering work, preservation compliance, construction costs, lease-up assumptions, and stabilized operating performance. The capital plan evaluated a layered funding approach combining sponsor equity, construction and permanent financing, Federal and Colorado historic tax credits where eligible, public redevelopment participation, and other gap-financing tools. This approach positioned the Federal Building as a financially coordinated component of the larger 4-Main strategy rather than a stand-alone rehabilitation, allowing its 60-plus homes and commercial space to benefit from shared district infrastructure, parking, and market momentum.
