What Is Placemaking?

Placemaking is more than an urban-design approach; it is a philosophy that places everyday human needs, connection, and belonging at the center of how communities are shaped.

Placemaking is the collaborative process of shaping public spaces and the areas around them to reflect a community’s identity, needs, and aspirations. It goes beyond beautification. Effective placemaking improves how people move, gather, work, shop, recreate, and connect—while linking physical improvements to local businesses, housing opportunity, cultural assets, and economic resilience.

Station + Neighborhood + Attraction

Highland Station, Union Square, Waterfront Activation

UC Studios developed a transit-oriented planning and urban-design framework linking Highland Station, Union Square, surrounding neighborhoods, Chester’s waterfront Sportsplex, and key recreation and employment destinations. A community-charrette process brought together residents, public officials, organizations, property owners, and planning professionals to identify priorities for transit access, walking and bicycling, streetscapes, gateways, housing, commercial activity, and the reuse of vacant and underutilized properties.

The resulting phased strategy balanced higher-density, attainable housing—including efficient micro-units—with preservation and reinvestment in historic row houses near transit. Neighborhood retail, public spaces, safer crossings, and dedicated pedestrian and bicycle routes strengthened first- and last-mile connections. Pedestrian modeling, microclimate analysis, and wind-tunnel testing further informed more comfortable, active streets and gathering spaces, providing a practical foundation for waterfront activation, coordinated public improvements, private investment, and lasting neighborhood revitalization.

Corridors Create Opportunity

Placemaking That Builds Local Opportunity

UC Studios developed the Highland Gardens Neighborhood Development Plan as a placemaking framework for creating a more connected, walkable, and human-scale residential community. The plan integrated housing, streetscape design, landscape, public space, pedestrian and bicycle connections, and first- and last-mile mobility into a coordinated neighborhood strategy, while identifying opportunities for appropriately scaled mixed-use development near future transit. By strengthening connections to surrounding services, employment, and the regional transportation network, the plan positioned Highland Gardens for phased reinvestment, improved everyday livability, and long-term evolution into a more complete transit-oriented neighborhood.

For the Chichester Placemaking Study, UC Studios prepared visual and planning concepts to strengthen the character, safety, and function of a community corridor. The work integrated landscaping, streetscape treatments, pedestrian improvements, roadway enhancements, and stronger visual connections to adjacent neighborhoods and businesses—demonstrating how targeted public-realm investments can create a more welcoming, navigable, and identifiable place. The resulting framework established a foundation for phased improvements that support everyday neighborhood life, local commerce, and long-term corridor revitalization.
