Restoring a Historic Landmark. Capitalizing a New Future.
The Colorado Theater Historic Rehabilitation and Capitalization initiative presents an integrated strategy for preserving a downtown landmark, restoring its cultural role, and structuring the investment needed to return it to active community use.
Our team evaluated the historic Colorado Theater for adaptive reuse as a mixed-use destination combining senior housing, artist live/work space, retail, cultural programming, food and beverage, and community-serving amenities. The study examined demographics, employment, housing demand, rents, vacancy, property values, infrastructure, development costs, and regional economic conditions to determine market potential, refine the development program, and assess overall project feasibility.
The analysis also documented the property’s physical and economic conditions and measured its potential contribution to housing production, job creation, business activity, pedestrian vitality, assessed-value growth, and Pueblo’s municipal tax base. The findings supported coordination with the Pueblo Urban Renewal Authority and helped advance a capitalization strategy integrating tax-increment financing, historic tax credits, C-PACE, municipal incentives, private investment, and other public-private funding sources.
