UC Studios prepared a preliminary redevelopment and feasibility framework for the former Kodak Hawkeye industrial campus in Rochester. The approximately 1.1-million-square-foot property contains historic and underutilized industrial buildings with significant environmental, structural, infrastructure, and market complexities. The site was evaluated as an integrated district with potential for historic adaptive reuse, research and technology facilities, offices, light industrial and production space, data infrastructure, housing, community uses, renewable energy, and supporting commercial activity.

The framework established a phased strategy beginning with environmental and structural due diligence, site stabilization, utility modernization, and reuse of the most viable historic buildings. Later phases considered an innovation and research district, mixed-income housing, neighborhood services, and a renewable district-energy system utilizing the site’s hydroelectric potential. The plan connects industrial-heritage preservation with brownfield recovery, employment creation, housing, technology, clean energy, public-private finance, and long-term tax-base growth.

Federal Building (Pueblo, CO) Predevelopment and Capitalization | 2026

UC Studios advanced predevelopment planning for the historic Federal Building in downtown Pueblo, evaluating its rehabilitation as a mixed-income residential development with complementary community-serving uses. The work includes historic-reuse feasibility, building and market analysis, development programming, cost and pro forma modeling, and capitalization strategies using historic tax credits, public incentives, private investment, and other public-private financing tools.

Transit Benefit Assessment District (Los Angeles, CA) Program | 2010

Working with LA Metro, we helped connect transportation investment, measurable property benefits, local revenue generation, and value-capture policy through benefit-assessment district planning. The program demonstrated how transit improvements could support nearby development, strengthen property values, attract private capital, and leverage local funding to advance broader regional mobility and economic-investment priorities.

Town of Parachute Economic Development Riverfront and Interstate Opportunity

UC Studios and Local Business Assist™️ prepared an economic-development strategy for the Town of Parachute focused on strengthening locally owned businesses, diversifying the community’s economy, and converting its strategic location along Interstate 70 and the Colorado River into sustained economic activity. The work evaluated community assets, infrastructure, business needs, development sites, tourism potential, transportation access, and the Town’s ability to capture a greater share of passenger and freight traffic passing the community.

The strategy considered a coordinated group of community- and visitor-serving opportunities, including restaurants, retail, a travel center or truck stop, an RV park, recreation facilities, river access, trails, parking, wayfinding, and improved interstate visibility. Physical-development recommendations were paired with grassroots business assistance, placemaking, community identity, and public-private implementation strategies. The resulting framework connected transportation access, tourism, local entrepreneurship, and infrastructure investment into a practical economic-development program.

This legacy UC Studios initiative focused on rural-town economic development, downtown vitality, local business growth, community identity, and the use of existing commercial and cultural assets to attract investment and visitor activity.

UCS and Urbanue developed an adaptive-reuse concept for the historic Zuni Steam Plant that repositions the former energy facility as a mixed-use, climate-resilient urban campus. The concept balances public activation, employment, research, commercial, housing, and innovation uses while retaining the structure’s industrial identity. Ground-level areas are envisioned for publicly accessible commercial and community activity, while upper levels accommodate office, research, light-innovation, and other flexible employment uses.

The redevelopment framework preserves and interprets significant industrial elements while introducing public green space, sustainable infrastructure, and stronger connections to the surrounding riverfront and neighborhoods. The concept also evaluates the building’s structural capacity for technology-oriented uses, potentially including limited data or edge-computing functions integrated with office and research space. The result is a model for transforming obsolete energy infrastructure into a productive, mixed-use anchor supporting employment, public life, environmental performance, and long-term neighborhood reinvestment.

Transit-Oriented Development and Station-Area Planning


Highland Avenue TOD / Union Square Waterfront Integration

Chester, Delaware County, Pennsylvania | 2023

UC Studios developed a transit-oriented planning and urban-design framework centered on Highland Avenue as a strategic connection between Union Square, surrounding neighborhoods, the waterfront Sportsplex, and Chester’s recreation and employment destinations. Through a community-charrette process, residents, public officials, community organizations, property owners, and planning professionals identified opportunities to improve transit access, pedestrian and bicycle connections, neighborhood gateways, streetscape conditions, housing, commercial activity, and the reuse of vacant and underutilized properties.

The framework established a feasible, phased TOD strategy around Highland Avenue Station, combining appropriately scaled housing, neighborhood-serving retail, public space, safer crossings, and dedicated pedestrian and bicycle routes. By improving first- and last-mile access and linking the community to the regional transit network, the plan positioned Union Square residents for stronger connections to jobs, education, services, and cultural destinations throughout the greater Philadelphia region. The project also created a practical basis for coordinated public improvements, private investment, and long-term waterfront and neighborhood revitalization.

Keystone Corridor Station Improvement Strategic Plan | 2009

UC Studios served as a planning and urban-design and economic assessment subconsultant to AECOM on PennDOT’s Keystone Corridor Station Improvement Strategic Plan. Working within a corridor-wide framework, UCS helped connect station investment with transit-oriented development, pedestrian accessibility, multimodal circulation, placemaking, and local revitalization. The resulting strategy established a coordinated vision for modernizing station environments while reinforcing the identity, connectivity, and development potential of the communities they serve.

Westwood, MA Transit-Oriented Development | 2013

UC Studios team members contributed to the economic and fiscal assessment of Westwood Station, a major mixed-use redevelopment planned beside the Route 128 MBTA Commuter Rail and Amtrak station near Interstate 95. The work evaluated projected employment, wages, economic output, state and local tax revenues, and the relationship between public infrastructure investment and private development. It helped assess whether a program of housing, retail, offices, hospitality, entertainment, and supporting infrastructure could create a viable transit-oriented district, expand Westwood’s tax base, and support financing through Massachusetts’ Infrastructure Investment Incentive—or I-Cubed—program.

Philadelphia International Airport

Aerotropolis and Megaregion Planning

UC Studios developed the Philadelphia Airport Aerotropolis planning exercise to explore how Philadelphia International Airport could serve as the center of a more integrated regional employment, transportation, and development network. The concept organizes aviation-support and logistics uses around existing hangars, cargo facilities, and airfield operations; concentrates hospitality, conference, and retail development near airport entrances and established commercial areas; and locates office, residential, and mixed-use districts beyond aircraft safety and noise-impact zones.


The plan connects these districts through regional rail and an elevated airport tram system, supported by continuous bicycle and pedestrian routes linking employment centers, neighborhoods, transit stations, parks, and the Delaware River waterfront. Environmental systems are treated as essential infrastructure, preserving the John Heinz National Wildlife Refuge, wetlands, waterways, and natural buffers while integrating new parks, greenways, and public open space. Together, these elements illustrate a resilient aerotropolis framework that balances airport-driven economic growth with mobility, community connectivity, and long-term environmental stewardship.

PIDC Industrial Land Use, Economic, and Market Analysis

Philadelphia, PA | With ERA | 2010

UCS participated in the consultant team for an industrial land-use and market strategy sponsored by the Philadelphia Industrial Development Corporation, the Philadelphia Department of Commerce, and the Philadelphia City Planning Commission. Working with Economics Research Associates and other team members, the study examined industrial and riverfront districts affected by aging facilities, changing industrial demand, infrastructure limitations, environmental constraints, vacancy, and pressure for conversion to residential and commercial uses.

The analysis incorporated land use, zoning, employment, vacancy, market demand, transportation access, building conditions, and development potential across Philadelphia’s industrial districts. It sought to determine where industrial uses should be retained and modernized, where obsolete properties could be repositioned, and where mixed-use or alternative development could support neighborhood and waterfront revitalization. Recommendations addressed zoning certainty, brownfield redevelopment, infrastructure investment, job retention, business growth, and the productive reuse of underperforming industrial land.
