The Federal Building Feasibility and Development Study presents a preservation-focused strategy for repositioning the historic civic landmark as a viable mixed-use asset through adaptive reuse, market analysis, development planning, and coordinated capitalization.
UC Studios evaluated the historic Federal Building for adaptive reuse as a mixed-income residential development with complementary community-serving uses. The work combined historic-preservation and building-condition review with market analysis, development programming, preliminary cost estimating, pro forma modeling, and phased implementation planning. The study also identified a potential capitalization strategy incorporating historic tax credits, public incentives, grants, private investment, and conventional financing to position the property for rehabilitation, renewed occupancy, and long-term contribution to downtown Pueblo’s revitalization.
