4-Main Development – Feasibility and Urban Renewal

UCS and Urbanue prepared a comprehensive market, development-feasibility, conditions, and economic-impact analysis for the 4-Main redevelopment area in downtown Pueblo. The study area included the historic Colorado Building, the Federal Building, adjacent infill sites, and other underutilized properties along Main Street. The work evaluated potential demand for residential, senior housing, commercial, retail, office, cultural, hospitality, and mixed-use development. It incorporated demographics, household characteristics, employment, job growth, income, housing demand, rents, vacancy, property values, infrastructure, development costs, transportation access, and regional economic conditions.
The analysis also examined how coordinated redevelopment could address vacancy, physical deterioration, obsolete buildings, deficient infrastructure, and long-term disinvestment. Economic impacts included potential job creation, business activity, housing production, assessed-value growth, pedestrian activity, cultural activation, and expansion of the municipal tax base. The study and related conditions survey informed discussions with the Pueblo Urban Renewal Authority and City leadership concerning expansion of the urban-renewal area north of Fourth Street and the potential use of tax-increment financing and other public-private tools. Robert Fejeran is identified as the principal author of the conditions and impact study covering the 400–421 North Main Street area.
